Instagram said it is cracking down on users who repeatedly violate the platform's terms of service.
In addition to removing accounts that contain a 'certain percentage' of violating content, Instagram says it will also take into account how many violations occur within a given window of times.

'This change will allow us to enforce our policies more consistently and hold people accountable for what they post on Instagram,' said the company in a statement.
Users will also be more informed about when and why their accounts are killed by the company and are granted the means to appeal any deleted content.

That appeal system will be available to accounts with deleted content relating to nudity and pornography, bullying and harassment, hate speech, drug sales, and counter-terrorism policies, but will be rolled out to other types of content in the the coming months.
If a user successfully wins their appeal, Instagram said it will restore the deleted content to the account and the violation will be removed from the user's violation record.
