Facebook Libra still faces pushback from government officials.

David Marcus, Facebook head of Calibra, says the Libra cryptocurrency won't be available until it gets the proper regulatory approvals. His comments come from a prepared testimony before he speaks in front of Senate Committee on Banking, Housing and Urban Affairs on Tuesday.

"Facebook will not offer the Libra digital currency until we have fully addressed regulatory concerns and received appropriate approvals," he wrote in his testimony released Monday. "Libra is a payment tool, not an investment."
